Although many parties involved in the conflict-especially the Arab states and Israel-have contributed directly or indirectly to Palestinian suffering, the Palestinians have undoubtedly inflicted the greatest injury upon themselves by forgoing numerous opportunities to make peace with dignity.

It would be tragic to allow the Initiative to languish as it offers a solid promise for a comprehensive Arab-Israeli peace.
